ARTICLE I PREAMBLE
SECTION 1. The American Planning Student Association exists for the betterment of the California State Polytechnic University, Pomona as a whole,
SECTION 2. PURPOSE
The purpose of this organization shall be to foster communication, stimulate interest in urban affairs, and further educational development at California State Polytechnic University, Pomona.
SECTION 3. NON-DISCRIMINATION
The American Planning Student Association shall not discriminate in terms of race, sex, color, religion, national origin, financial status, or social status.
SECTION 4. OFF-CAMPUS ISSUES
This organization and its members, when taking stands on issues, recognizes and will fulfill its obligation to make clear that in no way does it represent the official position of the California State Polytechnic University, Pomona, or of the Associated Students, Incorporated (ASI),
ARTICLE II NAME
SECTION 1. The official name of this organization shall be the American Planning Student Association, California State Polytechnic University, Pomona. The initials A. P. S.A. ("APSA") may be used for purposes of identification to signify the above adopted name.
ARTICLE III TRUST ACCOUNT
SECTION l. MAINTENANCE
This organization, pursuant to its charter obligation, shall maintain its accounts, de-posits, and disbursements in accordance with the procedures of the ASI Business Office.
SECTION 2. USAGE
All monies of this organization shall be deposited in, and disbursed from, this account following procedures outlined by the ASI Business Office.
SECTION 3. DISPERSAL OF FUNDS
Should this organization become inactive by failing to apply for charter renewal, the trust account will be held as an inactive account for two (2) academic years. In the event this organization does not become active within the two (2) year period, it is hereby declared that any funds remaining in said account are to be transferred to the Associated Students, Inc., California Polytechnic State University, Pomona General Fund.
ARTICLE IV MEMBERSHIP
SECTION 1. CATEGORIES OF MEMBERSHIP
At-large membership will be open to all students with an interest in urban planning. Voting membership shall be restricted to' students officially enrolled in urban planning at California State Polytechnic University, Pomona.
SECTION 2. ELIGIBILITY
All members must be members of the Associated Students, Inc., at California State Polytechnic University, Pomona.
SECTION 3. REQUIREMENTS
All members shall be required to pay dues as set annually by vote of the voting membership.
SECTION 4. SUSPENSION
Disorderly conduct, gross misdemeanor, or failure to adhere to the provisions of this document shall constitute cause for suspension. A member may be suspended or removed for any of the above stated reasons following a hearing by the membership of the organization.
ARTICLE V OFFICERS
SECTION 1. OFFICES
The officers of this organization shall be:
a. President;
b. Vice President
c. Secretary/Treasurer
d. Two (2) Representatives to the Environmental Design (ENV) Council;
e. Two (2) Student Representatives to the Urban Planning Faculty.
SECTION 2. PRESIDENT
The President shall have the following duties:
To call and preside at all meetings of APSA.
To make appointments as needed.
To prepare and submit for adoption policies and legislation.
SECTION 3. VICE PRESIDENT
The Vice President shall have the following duties:
a. To preside over the functions of the organization in the absence of the President
b. To carry out the programs of the organization.
c. To assist the President as required.
SECTION 4. SECRETARY/TREASURER
The Secretary/Treasurer shall have the following duties:
a. To keep official minutes of the organization.
b. To prepare and file all necessary correspondence authorized by the organization.
To maintain the funds of the organization.
SECTION 5. ENVIRONMENTAL DESIGN COUNCIL REPRESENTATIVE
The two (2) representatives to the Environmental Design Council shall have the following responsibilities:
a. To represent the organization before the Council in all matters under the Council's jurisdiction including budgets, appropriations, policies, and resolutions.
b. To report the activities of the Council to members at regular meetings of APSA.
SECTION 6. STUDENT REPRESENTATIVES TO THE FACULTY
The two- (2) student representatives to the Department of Urban Planning Faculty shall have the following responsibilities:
a. To represent the organization at meetings of the department faculty;
SECTION 7. ELIGIBILITY
At the time of assuming office and during tenure in office, an elected officer must meet all the eligibility requirements as stated by the university. He/she will sign a Statement of eligibility when assuming office, and thereafter will accept the responsibility of monitoring his/her own, grades and unit load to meet these requirements each quarter he/she is in office.
ARTICLE VI ELECTIONS
SECTION 1. NOMINATIONS
All students may be nominated for office who meet the pre-requisites of Article V. Section 7. Announcement will be made no less than two (2) weeks in advance of the regular election, and nomination lists will be posted by the announcement date to permit candidates to place their names in nomination. Such list will be placed in three (3) visible locations within the Department of Urban Planning.
SECTION 2. TIME OF ELECTION
Elections shall be held in the spring quarter of each year, prior to May 15.
SECTION 3. PROCEDURE
A majority of all votes received from voting members present, and conducted by secret ballot, shall elect a candidate.
SECTION 4. ASSUMPTION OF OFFICE
The term of office shall be one (1) year for all offices, subject to the ability of the officer to fulfill his/her obligations. Officers-elect shall assume office at the first regular meeting following election to facilitate re-chartering of the organization.
SECTION 5. VACANCIES
Vacancies shall be filled by special election.
SECTION 6. Recall; Suspension of Officers.
All officers shall be subject to recall. A petition supporting at least fifty (50) percent plus one of the voting memberships shall be submitted to the President to effect recall proceedings. In lieu of said petition; the President may suspend any officer for failure to carry out the duties specified in this Constitution, provided that the President calls a recall election within two weeks after the suspension is ordered.
ARTICLE VII MEETINGS AND ACTIVITIES
SECTION 1. MEETING TIMES
Meetings shall be held not less often than once (1) each quarter.
SECTION 2. PROCEDURE
All meetings shall be conducted, and all activities carried out, in accordance with an adopted parliamentary reference.
ARTICLE VIII QUROM
SECTION l. QUORUM REQUIREMENT
Twenty (20) percent of those members having signed the club roster-placed on the club's official bulletin board at the beginning of academic year shall constitute a quorum,
ARTICLE IX. COMMITTEES
SECTION 1. ELIGIBILITY
At the time of assuming responsibility for a committee and during tenure in office, a committee chairperson must meet all eligibility requirements as stated by the University.
SECTION 2. EXECUTIVE BOARD
The officers of this organization shall comprise an Executive Board empowered with the following responsibilities:
a. To develop agendas for regular meetings of the membership;
b. To recommend policies and programs to the membership;
c. To execute the programs of the membership;
ARTICLE X. DUES
SECTION 1. DUES BY MEMBERSHIP
Dues for this organization shall be set by vote of the membership each year.
ARTICLE XI. SPONSOR
SECTION 1. ELIGIBILITY
The American Planning Student Association, California State Polytechnic University, Pomona, shall have a sponsor over twenty-one (21) years of age who shall be a full-time member of the faculty, administration, or staff of the California State Polytechnic University, Pomona. The sponsor may not be on leave of absence at any time during his/her term of appointment,
SECTION 2. SELECTION
After a sponsor has been nominated by the organization and approved by his/her Department Head and School Dean, he/she will request appointment by the Director, Student Development.
SECTION 3. DUTIES
The sponsor's responsibilities include attendance at each meeting and club function, signing disbursement requests, and signing Application for Scheduled Event forms.
