I think that Tova bears Jeff to the black horse for the same reason Brianna thinks. It's obvious that the mother, Tova, was trying to avoid any confrontation between her andt he other lady. She did not want the lady to look at her son and stare at him. I think it too, to be a way of protecting herself as well as her son. And the "black" horse has to symbolize death or the coming of death for the young boy.
