Cal Poly Pomona

Welcome to ORSP

The Office of Research and Sponsored Programs (ORSP) at Cal Poly Pomona assists faculty, staff, and students to obtain externally funded research support. We are a central source of information on major government agencies, foundations, and corporations which support research. Our staff is here to provide assistance to faculty and staff from development and planning through implementation. We can assist you in identifying potential extramural funding sources; developing budgets; completing applications; and assuring compliance with all applicable federal and state regulations, and assist in negotiations with funding agencies.

Grant Brainstorming Seassion - Title V - CLOSED

INVITATION: If you are interested in discussing a significant grant opportunity (ca. $3 million over five years) for improvement of the University as a whole, please attend one of the following two brainstorming sessions:

  • Wednesday, February 11 from 1:30 pm to 3:00 pm in the Faculty Development Conference Rm., 1-228
  • Friday, February 13 from 10:00 am to 11:30 am in the Faculty Development Conference Rm., 1-228.

Please respond by Tuesday, February 10 if you plan to attend: lfkuntz@csupomona.edu.

BACKGROUND: We have recently received information regarding a possible grant opportunity for Hispanic-Serving Institutions (HSI) from the U.S. Department of Education under the Title V program – there may be the ‘traditional’ program plus a new program focused on graduate students:

  • Title V (traditional program) supports broadly-targeted projects that will strengthen institutions, such as our recent Library project which was partially funded via a Title V grant (see description from the Code of Federal Regulations linked below).
  • Code of Federal Regulations

Our current Library project continues through 9/30/2010; it is called an “Individual Development Award.” While our Library project is still active, we cannot receive a 2nd “Individual Development Award” but can still apply for and receive a new Title V grant under the “Cooperative Arrangement Development Grant ” option that involves more than one participating, eligible institution as part of a group project.

  • Congress authorized $11.5 million in the Higher Education Act re-authorization to provide new Graduate Program (see legislation linked below).
  • Title V Graduate Student Legislation

The criteria, priorities, and timing applicable to these opportunities are still under development by the Department of Education however we do know what has been approved in the past and we have some idea of what congress intended for the graduate student program. An additional complexity is that Congress has not actually appropriated the funds for the new awards under either of these programs so, to some extent, it is premature to start thinking about potential grant applications.

However, past experience with the U.S. Department of Education is that there has been a very short time period provided to applicants between announcing the details of the program and the deadline for submitting the proposal (ca. one or two months at most). This is clearly not sufficient time for campus-wide consultation, engaging partners for cooperative arrangements, identification of the most useful and competitive grant topic(s), designing a project logic model, and then writing a competitive proposal. Full consultation is particularly important because if a campus receives one of these grants no additional applications will be accepted from that campus for the duration of the award (which can be up to five years).

To get a head start on this process we propose to explore concepts that the University could consider for funding under these programs at two brainstorming sessions hosted by the Office of Research and Sponsored Programs (ORSP). If you have ideas to contribute to this discussion, your participation at one of the sessions is very important.

The following is some more information on the “Traditional Title V” grant program:

Title V Activities: The attachment above provides a list of the types of activities allowed, and not allowed, under Title V funding. There is a broad array of possibilities, including purchase, rental or lease of scientific or lab equipment, construction, faculty exchanges, purchase of library and telecommunications materials, student service programs, internet/distance learning and telecommunications technology equipment, teacher education, certain community outreach programs and so on.

Successful Examples: As background, it may be useful to review some examples of successful proposals. The following link includes abstracts of funded Title V projects over the past several years: http://www.ed.gov/programs/idueshsi/awards.html.

Conflict of Interest Training for NIH-Funded Investigators

It is essential that all NIH-funded Institutions and Investigators are fully aware of their obligations under the financial conflict of interest regulation. To this end, NIH has developed a Web-based tutorial which reviews the requirements of the regulation. The tutorial is designed for use by Institutional officials responsible for managing NIH funded projects and for individuals who are responsible for the design, conduct or reporting of NIH-supported research. We encourage all NIH-funded investigators to take the tutorial (which can be accessed at http://grants.nih.gov/grants/policy/coi/index.htm).
