Request for Proposals: The 2014-2015 ProvostTeacher-Scholar Program

Introduction

In support of one of the three major themes of our successful WASC Review, this program is designed to assist tenured and tenure-track faculty (at the levels of Assistant and Associate Professor) in their development as strong teacher-scholars.  Selected faculty will work with campus experts to develop a Career Development Plan that will enhance their ability to produce more scholarly work in the form of journal articles and proposals for external funding.

This program will provide summer stipends in two consecutive summers ($5,000 and $6,000, respectively) to faculty members who show the potential to develop into exceptional teacher-scholars. It would be preferred if, during each of the two summers they receive stipends, participants in the Provost’s Teacher Scholar (PTS) Program teach no courses, but, if necessary, they may teach a maximum of one course per summer, if that course is one they have taught at least once previously. Participants will be expected to submit a proposal for significant external funding (public or private) of their teaching or scholarship by the end of the second summer of support. Following submission of the proposal for external support the participants will be expected to engage in activities that would strengthen a re-application should the first application need to be revised and re-submitted. We plan to select ten additional faculty members to participate in the 2014-2015 program starting during the summer of 2014. Applications will be accepted in Winter Quarter of 2014, selected PTS participants will develop a Career Development Plan during the Spring Quarter, and the first summer of funding for the new PTS participants will be summer of 2014.

PTS participants who received their first year of funding in the summer of 2013 are automatically eligible to continue in the summer of 2014 and need not apply to the current announcement to receive that funding. Participants in the previous cohorts of the PTS program, who were supported in the summers of 2007- 2013, are not eligible for this program in 2014 or subsequent years. This is a one-time award.

There are three major objectives of the program:

  • To encourage faculty to plan the trajectory of their scholarship and teaching by helping them develop and follow a Career Development Plan.
  • To support the scholarship and overall career development of junior faculty.
  • To increase the total volume of grants and contracts on campus by developing a culture of grantsmanship.

The Career Development Plan will be developed during the Spring Quarter in consultation with mentors from the department and college and with help from the Faculty Center for Professional Development and the AVP for Research. The Career Development Plan (CDP) will include a commitment to work for two months during each of two consecutive summers, to continue to work on professional development during the academic year, and to submit quarterly progress reports.

The CDP will include the following activities:

  • Participate in activities designed to develop the writing habits of productive faculty.
  • Collaborate with ORSP and the Faculty Center for Professional Development to identify and develop plans for an application for external funding.
  • Write and submit a proposal for external funding.

The CDP should also include other activities appropriate to the professional development of the individual faculty member such as the following:

  • Publishing the results of previous scholarship (e.g., dissertation or post-doctoral).
  • Collecting pilot data in support of an application for external funding.
  • Setting up his/her program of scholarship (e.g., setting up his/her lab).
  • Developing collaborative programs in scholarship or teaching enhancement with other faculty.

Progress Reports:

At the beginning of every quarter, PTS participants will submit a one-page report of their progress (as defined by achievement of milestones listed in his/her CDP) during the preceding quarter and their plans for the next quarter. The report will be submitted via email to the AVP for Research and will be reviewed to determine where there is need for additional support from ORSP or from the Faculty Center. Funding for the second year of the program will be dependent upon satisfactory progress during the first year. Evaluation of progress will be made by the AVP for Research, and the participants’ Chairs and Deans.

Selection for the Program:

All interested Assistant and Associate Professors are encouraged to apply to the program. The application will include: a brief description of their scholarly interests, a description of activities planned and how they are related to their professional development and growth, the anticipated external funding focus, and a two-page CV. The proposal must be endorsed by the department chair to ensure that it is consistent with the objectives and RTP expectations of the department. A primary consideration in selecting faculty to participate in the program will be the potential to compete successfully for grants and/or contracts from external funding sources.  However, strong proposals for creative or scholarly activity that have a low or no probability of external funding will be considered and may be funded. In keeping with our focus on developing teacher-scholars, faculty who would propose submitting grants for significant external funding to support student learning or teaching enhancements are encouraged to apply.  Activities proposed for external funding may include, but are not limited to: instructional innovation, student development, workforce/pipeline development, outreach or partnerships with P-12 teachers and other community groups, and traditional scholarly research in the full range of academic and professional disciplines.  Awards will be made by the AVP for Research in consultation with representatives from the University Research Council, the Office of Research & Sponsored Programs, and the Faculty Center for Professional Development and the Deans Council.

Application Submission Information

Eligibility and Probability of Success: Only Assistant and Associate Professors (tenured or tenure-track) are eligible to apply. The success rate of applications in the past has reanged from about 40 to 48% of applicants.  Generally  all available funds are expended, but while there is funding for a maximum of 10 positions, not all of the funds will be awarded if there are insufficient well-qualified applications.

Procedure for proposals: One original signed (hard copy) of each proposal must be submitted to the Office of Associate Vice President for Research, Bldg. 1, Room 225, by 5:00 PM on Friday,  March 7, 2014.  Award announcements are expected by Friday, April 11, 2014. 

Formatting Limitations: The entire application must be single-spaced in 12 pt Arial font with 1” margins.


Applications will not be reviewed if they are incomplete, do not comply with the formatting instructions, exceed the page limitations, or if they are received after the 5 PM deadline. Applicants are encouraged to deliver their applications in person to ensure they are received by the deadline.

The application must include:

1.  A Cover Page including Abstract (DOCX). The Abstract must not exceed 20 lines.
2.  Letter of Support from your Department Chair.
3.  Project Narrative (a maximum of three pages) written for a general audience.  The narrative should include the following information:

a. A brief description of your scholarly interests and their importance to your discipline;
b. Time line of activities, including the extent of other commitments during the summers of support, for two years, starting with the first summer of support.
c. Objectives and measurable outcomes for activities planned for the two year time line;
d. How the proposed activities will contribute to your scholarly interests, professional development and success in the RTP process;
f. Anticipated topic of application for external funding focus and possible sources of this funding that you have identified.

4.  A Curriculum Vitae (maximum of two pages) demonstrating that the applicant has the qualifications necessary to perform the proposed project and compete for the external funding. Particularly important is a full list of peer-reviewed publications that will permit reviewers to assess your track record as it relates to the potential competitiveness of your proposal for significant external funding.

Evaluative Criteria All applications will be evaluated using the following criteria.

  • Importance of proposed activities to the career development of the applicant.
  • Organization and clarity of the written application
  • Reasonableness of  proposed time line, which includes the extent of other commitments during the summers of support
  • Appropriateness of activities for achieving objectives and measurable outcomes identified in the proposal
  • Potential for submitting a competitive application for significant external funding following the second summer of support, which includes:
    • Potential programmatic impact, creative contributions, or contributions to the basic and/or applied body of knowledge in the applicant’s discipline
    • Publication track record of the applicant and its relevance to the proposed grant application
    • Presence of, or potential to obtain, pilot data, if necessary, to support the grant application
    • Potential of obtaining external support for the proposed research (includes quality and relevance of the research idea)
    • Availability of external support (funding) for research in this area and associated likelihood of indirect cost recoveries for campus
    • Availability of (or potential to obtain) all resources necessary to conduct the research that will be proposed for external fund
