Los Robles Club, Ornamental Horticulture Department
California State Polytechnic University, Pomona
| ARTICLE I |
PREAMBLE |
| SECTION 1 |
PURPOSE: General
The Los Robles Club exists for the betterment of the California
State Polytechnic University, Pomona Associated Students Inc.,
as a whole. |
| SECTION 2 |
PURPOSE: Specific
The purpose of Los Robles Club is to promote interest in Ornamental
Horticulture with fun and fellowship through education and
experience. |
| SECTION 3 |
NONDISCRIMINATION
The Los Robles Club shall not be discriminatory in terms of race,
religion, color, age, sexual orientation, national origin,
sex, physical or mental ability, marital status, financial
or social status. |
| SECTION 4 |
OFF-CAMPUS ISSUES
This organization or its members, when taking stands on issues,
recognizes and will fulfill the obligation to make clear that
it in no way represents the official position of the California
State Polytechnic University, Pomona. |
| ARTICLE II |
NAME
The official name of the organization shall be the Los
Robles Club, Ornamental Horticulture Department, California State
Polytechnic University, Pomona. |

| ARTICLE III |
AGENCY ACCOUNT |
| SECTION 1 |
Maintenance
This organization, pursuant to its charter obligation, shall maintain
an agency account with the ASI Business Office or the Cal Poly
Foundation. This organization may elect to maintain an
account in an off-campus facility with prior approval by the University. |
| SECTION 2 |
Usage
All monies of this organization shall be deposited in, and disbursed from,
this account following procedures outlines by the ASI Business Office,
the Cal Poly Foundation, or the off-campus banking facility. Should an
off-campus account be opened by the Officers of this organization, all
required paperwork and documents must be submitted to the Office of Student
Life. |
| SECTION 3 |
DISPERSAL OF FUNDS
Should this organization become inactive by failing to apply for
charter renewal, the trust account will be held as an inactive
account for two (2) academic years. In the event this organization
does not become active during the two (2) year period any funds
remaining in said account are to be used to pay any outstanding
accounts due the University, University Union or the Cal Poly Foundation.
If there are no outstanding accounts, it is hereby declared that
nay funds remaining in said accounts are to be transmitted to the
OH/PA Alumni Association, an educational, charitable organization,
to aid this organization in carrying out its objectives. If said
organization is no longer functioning at that time, or if its objectives
are no longer consistent with its original educational, charitable
purposes, then the funds of this organization shall be transferred
to the Associated Students, Inc., California State Polytechnic
University, Pomona. |
| ARTICLE IV |
MEMBERSHIP |
| SECTION 1 |
Categories of Membership
Active membership will be awarded to students upon payment of the
club dues and performance of the volunteer hours as specified
by a majority of club officers for the academic year (starting
each fall quarter).
Categories of membership
a. Active Members
Active members have paid dues of $2.00 per quarter or $6.00 per
year (or amount set by officers) non-refundable.
b. Honorary Members
Honorary membership may be awarded to anyone with the approval
of the club officers. Honorary membership shall be automatic for
all professors or lecturers of the Ornamental Horticulture Department,
Cal Poly Pomona.

| SECTION 2 |
Eligibility Requirements
Active members must be members of the Associated Students, Inc., at California
State Polytechnic University, Pomona. |
| SECTION 3 |
Suspension of Members
A member may be suspended by a 2/3 vote of the active membership.
Sufficient cause for suspension shall be:
- Non-payment of dues for two (2) or more consecutive quarters
- Breech of conduct

| ARTICLE V |
OFFICERS |
| SECTION 1 |
Officers of this club shall consist
of President, Vice President, Secretary, Treasurer, OH Unit Nursery
Representative, two (2) Agriculture Council Representatives,
Publicity Officer, Historian, and Hort Report Editor. |
| SECTION 2 |
Duties |
|
President:
1. Shall act as presiding officer at all general club and officers
meetings.
2. Shall call meeting of the officers whenever deemed necessary.
3. Shall make all appointments to and oversee temporary committees.
4. Is chairperson of special events (shows, dinners, exhibitions,
etc.).
5. Shall be responsible for, or may delegate, the pickup of
club mail.
6. Shall direct and assist the Secretary in preparation of
official correspondence.
7. Shall be responsible for filing appropriate forms for all
club activities to the proper administrative authority (i.e.
ASI, Ag Council, Student Development, etc.).
Vice President:
1. Shall assist the President, and in the President's absence,
carry out the duties of the President.
2. Shall assume President's duties in the event of the President's
absence or as requested to perform those duties by the President.
3. Shall substitute for the Agriculture Council Representatives
in event of absence.
Secretary:
1. Shall keep and post the minutes of all club and officer
meetings. Shall handle all written business of the club (i.e.
phone lists, official correspondence, etc.).
2. Shall assist Publicity Officer and Historian with gathering
and releasing information pertinent to the club and its activities.
3. Shall compile and maintain the list of work hours of club
members.
Treasurer:
1. Shall be responsible for collection of all dues and other
funds of the club.
2. Shall receive and disperse funds as ordered by the officers
of the club and approved by the Advisor.
3. Shall compile and submit a financial report at every general
club meeting.
4. Shall be custodian of all the financial papers and records
of the club.
5. Shall furnish an annual financial report of the Los Robles
Club.
Ag Council Representatives:
1. Shall represent Los Robles Club at the meetings of Ag Council.
2. Shall report Ag Council proceedings to the Los Robles Club
at the general club meetings.
OH Unit Nursery Representative:
1. Shall represent OH Unit/Nursery at all club meetings and
provide information about activities at the Unit.
2. Shall represent Los Robles Club to the OH Unit/Nursery and
Technician and provide information to the Unit.
3. Shall generate donations for Los Robles Club activities.
Publicity Officer:
1. Shall be responsible for publicizing all club activities.
Historian:
1. Shall photograph all activities pertaining to Los Robles
Club for future uses (i.e. shows, banquets, etc.).
2. Maintain a slide library and scrapbook of photos of club
activities.
Newsletter Editor:
1. Shall be responsible for compiling and distributing the
club newsletter academic year (i.e. Fall/Winter/Spring Quarters).

| SECTION 3 |
Eligibility
At the time of assuming office and during tenure in office, an
elected officer must meet all of the eligibility requirements
stated by the University. He/she will sign a Statement of Eligibility
form when assuming office, and thereafter will accept the responsibility
of monitoring his/her own unit load to meet these requirements
each quarter he/she is in office. |

| ARTICLE VI |
ELECTIONS |
| SECTION 1 |
Nominations for offices will be taken
from the floor up to and including the day of the election. |
| SECTION 2 |
Elections will be held by the third week
of the spring quarter of each year. If a vacancy of both the President
and Vice President exists earlier in the year, an election shall
occur during the quarter of that occurrence by the membership. |
| SECTION 3 |
Procedure
Officers will be elected by secret ballot.
Election shall be by plurality vote (whoever receives the most votes).
Votes shall be counted by the club Advisor. |
| SECTION 4 |
Officers will be installed during the
fifth week of spring quarter. Term of office shall be one calendar
year. |
| SECTION 5 |
Vacancies
All officers, except Vice President, will be filled by appointment
of the President with the approval of the club officers. |
| SECTION 6 |
Suspension of Officers
Club officers may be suspended of terminated by majority vote of
the club officers for missing more than one-half of either officers'
of general meetings during a quarter or for not adequately performing
the function of their office. |
| ARTICLE VII |
MEETINGS |
| SECTION 1 |
Officers' meetings shall be held when the
President calls them and a quorum shall be present. |
| SECTION 2 |
Officers will vote on issues either by
voice or roll call vote, at the discretion of the President. |
| SECTION 3 |
General club meetings shall be held during
the university hour or as deemed necessary by the club officers. |
| SECTION 4 |
Voting on issues at general meetings will
be in an appropriate manner. |
| ARTICLE VIII |
QUORUM |
| SECTION 1 |
A quorum shall consist of fifty-one percent
(51%) of the membership. |
| SECTION 2 |
At officers' meetings a quorum shall consist
of 2/3 of the officers. |
| ARTICLE IX |
COMMITTEES |
| SECTION 1 |
Eligibility
At the time of assuming responsibility for a committee and during the
tenure in office, a committee chairman must meet all the eligibility
requirements as stated by the university. |
| SECTION 2 |
Officers Board
Shall be a standing committee and consist of the officers.
Officers shall serve as the governing board of the Los Robles Club
and shall have general supervision over financial affairs. In no case
will the club be obligated financially beyond the available funds in
the club treasury. |
| SECTION 3 |
Special Events Committees
Any member is eligible to chair a committee at the pleasure of the
President.
Any member is eligible to serve on a committee at the pleasure of
the Chairperson. |
| ARTICLE X |
DUES |
| SECTION 1 |
Dues shall be set by the club officers. |
| SECTION 2 |
Dues are payable at the beginning of the
year for an annual membership or anytime during the quarter for quarterly
membership. |
| ARTICLE XI |
ADVISOR |
| SECTION 1 |
Eligibility
Los Robles Club shall have an advisor over 21 years of age who shall
be a full-time member of the faculty, administration, or staff of
the California State Polytechnic University, Pomona. The advisor
may not be on leave of absence at any time during his/her term of
appointment. The advisor shall serve under the pleasure of the officers. |
| SECTION 2 |
Selection and Appointment
After an advisor has been nominated by the organization and approved
by his/her Department Head, final approval and actual appointment
will be made by the Director, Office of Student Life. If the advisor
is the Department Head, then the immediate supervisor would also
need to approve before final appointment is made by the Director
of Student Life. |
| SECTION 3 |
Duties
The advisor's responsibilities include attendance and participation
in as many organizational meetings and activities as is practical,
signing all forms related to the scheduling of activities and the
disbursement of funds, and the other duties outlined in Office of
Student Life's Advisor's Guide. |
| ARTICLE XII |
AMENDMENT |
| SECTION 1 |
Means of Amendment
Proposed amendments to this Charter will be presented to the membership
at one meeting, followed by a vote of the membership for approval
at the next meeting. Adoption of the amendment(s) will require a
2/3 majority of the active membership. If a negative vote is recorded,
it can be brought up at a future meeting. |
| SECTION 2 |
Approval
Any amendment(s) to these Charter Provisions which change the purpose
or intent of the organization shall be approved by ASI Senate and
the university before taking effect. |
| SECTION 3 |
ASI By-Laws
This charter shall not conflict with the By-Laws of the Associated
Students, Inc., or with the policies and regulations of the California
State Polytechnic University, Pomona, the Trustees of the California
State University or the State of California, and any stipulations
applying to all chartered organizations made by the ASI Senate or
the University shall be considered to be immediately enforceable
whether contained in these Provisions or not. |
