CONFU: The Conference on Fair Use Some 93 organizations proposed guidelines for Fair Use. The results have been characterized thus: “...users thought the Guidelines were overrestrictive and copyright owners thought they were giving away too much.” So consider the points made on this site for using the Fair Use Guidelines for Educational Multimedia, they are a “good starting point” but “they technically cannot be considered a safe harbor.”
