Universities began creating institutional repositories in the late 1990s in response to the "Scholarly Communication Crisis" and the "Open Access Movement."

Scholarly communication is a multi-billion dollar industry and the increase in prices compared to inflation is vast. Repositories are a way to make more scholarly information easily available. The Scholarly Publishing and Academic Resources position paper, The Case for Institutional Repositories provides background and excellent reasons for universities to establish repositories.
