THE DEPARTMENT

Disability Resource Center (DRC) provides quality accommodations to meet the diverse needs of students with disabilities at Cal Poly Pomona. The accommodations support and create an equitable environment for students to academically succeed.

DUTIES AND RESPONSIBILITIES

Reporting to the Associate Vice President for Student Services, the Director of Disability Resource Center provides vision and leadership for creating and sustaining an accessible learning environment at Cal Poly Pomona and is responsible for ensuring the access, integration and inclusion of students with disabilities into curricular and co-curricular university programs and services from the point of outreach through to graduation.  The incumbent is responsible for the recruitment, hiring, training, relationship building, supervision, evaluation and recognition of achievement of all department staff; will formulate and establish processes and procedures for position classifications, conflict resolution, staff development, recognition and reward systems, and disciplinary action; establish channels for regular communication and review of internal personnel policies to ensure that all procedures are applied equitably throughout the office and are in compliance with Division, University and Bargaining Agreement guidelines; conduct regular performance evaluations and provide for the professional development of staff members; and foster a strong service culture within the unit through understanding and sharing information about university policies and procedures.  The incumbent will lead staff in the formulation of the department’s mission, vision, strategic plan, goals, objectives and learning outcomes ensuring conceptual compatibility with the broader missions and strategic plans of the Division and the University; and monitor the division and campus strategic plans to determine when DRC’s strategic plan needs to be refreshed.  As the leader of the department, collaborate with staff on the development and implementation of the department’s goals, objectives and core services that align with university and division strategic plans, priorities and values; create a departmental structure and staffing model that is reflective of and responsive to the needs of the
student’s being served and in consultation with the AVP, Student Services, manage the department budget and plan proactively for infrastructure capacity and technology changes. The incumbent will develop, manage and monitor the complex annual operating budgets of the Disability Resource Center (general
funds, foundation funds, and grants); align resource allocations with department goals/objectives and the provision of mandated services; and ensure that services and programs be flexible and responsive enough to meet the needs of the students with disabilities population, limited resources, changes in university practices and in service direction.  The incumbent projects, tracks, monitors and recommends quarterly budget and staffing allocations to meet students with disabilities accommodation needs; adjusts and informs AVP/VP and division budget analyst of budget-related accommodation projections and actual utilization of services to minimize impact of the fluctuating annual budget; serve as a resource related to disability topics for administrators, deans, associate deans, staff, and faculty in relation to policy formulation and sensitive student situations that entail highly complex problems; participate in the university’s master plan process, schematic design and other critical points in the design and construction of projects; and serve as a liaison between DRC staff and academic administrators, department chairs and faculty to identify collaborations, strengths and areas for improvement. The incumbent will serve on university committees, task forces, search committees and advisory councils as well as a member of the Student Affairs Leadership Group and Student Services Cluster; and support faculty in addressing student accommodation needs.  The incumbent is responsible for verifying a student’s disability to insure appropriate accommodations are planned for the student’s academic success; work directly with campus administrators, faculty and staff to ensure the provision of mandated academic services (alternate media, assistive technology, testing accommodations, sign language interpreting and real time captioning services, disability support services, accessible on-line instruction, mobility cart services, note taking services, classroom accommodations, accessible furniture accommodations, and other services as appropriate) and access to facilities for students with disabilities.  The incumbent will lead the collaboration with other campus entities to administer, programs and services to ensure compliance with system-wide policy guidelines; has general oversight responsibility for the administration and service delivery of the ARCHES Trio Student Support Services Program funded by the U.S. Department of Education; promotes TRIO/ARCHES goals/objectives; and is also the principle writer and responsible for the submission of the ARCHES TRIO federal grant.  The DRC Director has a commitment to developing and leading student support and retention programs and services that meet the needs of a culturally, economically, ethnically and linguistically diverse student population; serves as an advisor to the DRC Student Advisory Committee; and reviews and resolves grievances brought forth by students with disabilities.  The Director develops and implements assessment measures; conducts regular and comprehensive evaluations and assessments of the quality and effectiveness of programs to determine the extent to which the stated goals and objectives of DRC are being met; and performs other duties as assigned.

QUALIFICATIONS

Master’s degree in Counseling, Psychology, Student Affairs, Education, Educational Technology, or a related field AND four (4) years of disability services or related student services program experience in a higher education environment leading and managing a comprehensive academic support related department AND three (3) years of professional supervisory/leadership experience; experience collaborating on university-wide policy formulation; experience working with accessibility issues demonstrated by documentation of accessible solutions; and knowledge of and/or experience working with universal design principles and managing a complex budget process.  The candidate should have demonstrated ability to lead, manage and supervise a diverse staff in a dynamic environment that requires the department and staff members to adapt to changing processes, practices and initiatives; demonstrated ability to engage in strategic planning to ensure the most effective and efficient delivery of programs and services;
demonstrated ability in the area of budget planning and the allocation of resources based upon unit priorities;
knowledge of Universal Design principles and demonstrated ability to apply the principles in course design and/or co-curricular programs/service delivery and the ability to learn knowledge of university policies and procedures, and state, federal and Chancellor’s Office laws, policies and guidelines coupled with a sufficiently deep understanding of how such policies and procedures interact to inform decisions regarding policy interpretations and implementations.  Understanding of the Americans with Disabilities Act of 1990, Sections 504 and 508 of the Rehabilitation Act and knowledge and understanding related to a variety of types of disabilities and impact on the functioning of adults in the higher education setting is required. The candidate must have the ability to acquire knowledge of community resources and organizations of and for individuals with disabilities as well as of academic policies and procedures and the ability to balance advocacy and appropriate academic expectations for students with disabilities; and understanding of and the ability to apply the change process, lead and guide members of the department individually and collectively. The ability to apply future thinking and planning concepts to create department vision, mission, goals and objectives; the ability to work effectively with faculty, technical and non-technical management and professional/support staff is required with the ability to develop an environment that promotes partnership and transparency with other organizations; demonstrated ability to effectively communicate, foster positive and cooperative relationships with students, staff, faculty and others; demonstrated ability to problem solve, generate possible options and identify appropriate solution(s); and the ability to listen to differing viewpoints, see multiple perspectives of a conflict and provide effective conflict resolution skills.  The successful candidate must have the ability to assess and be appropriately responsive to students’ needs and preferences in a variety of settings which sometimes may mean counseling students on differences between equitable/reasonable accommodations and non-equitable/non-reasonable accommodations that lead to approval or denial of requests and knowledge and skills to develop and facilitate workshops and trainings on procedural, technical and other topics.

PREFERRED QUALIFICATIONS

Affiliation with agencies and community groups that provide services and are comprised of individuals with disabilities; Doctoral degree in higher education, organizational leadership, psychology, information technology or related discipline; five years of experience managing staff and skilled professionals in a comprehensive disability services in a university environment; teaching experience in higher education; experience in a large, complex and diverse public higher education institution; and understanding of  hardware, software applications, technologies (existing and emerging) and resources used within a disability services setting is preferred.
