THE UNIVERSITY AND DIVISION

California State Polytechnic University, Pomona, popularly known as Cal Poly Pomona, invites applications and nominations for the position of Vice President for Administrative Affairs and Chief Financial Officer (MPP Administrator IV).

THE UNIVERSITY: Cal Poly Pomona is one of two polytechnic universities in the 23-campus California State University system and one of only seven such institutions nationally. Located 30 miles east of Los Angeles, the university is in one of the most dynamic economic and cultural regions of the country. The University is noted for its scenic and historic 1,400-acre campus, once the winter ranch of cereal magnate W.K. Kellogg, located within an hour's drive of beaches, mountains, and desert. THE DIVISION:
The mission of the Division of Administrative Affairs is to provide administrative support services to the Cal Poly Pomona campus that enables the campus to achieve its purpose of excellence in teaching and learning.  In providing these services, the Division strives to operate effectively and efficiently, maintain productive and cooperative relations, and promote a high quality of life for the Cal Poly Pomona students, faculty and staff.

 DUTIES AND RESPONSIBILITIES

One of five senior executive officers reporting directly to the President, the Vice President for Administrative Affairs and Chief Financial Officer is responsible for the management and policy decisions of the entire range of administrative services across the campus including:

  • Oversees a division of 257 full-time staff including three Associate Vice Presidents (AVPs):  the AVP for Finance and Administrative Services/Associate CFO; the AVP for Facilities Planning and Management; the AVP for Human Resource Services; and the Director for Internal Audits.  Areas of responsibility include: accounting, procurement, budget and budget forecasting, student accounting and cashiering, human resources, organizational development and training, diversity and compliance, payroll, risk management, internal auditing, facilities planning, construction and maintenance, sustainability and energy services, and environmental health and safety.
  • Manages a wide variety of operational and policy issues, including: budgets, contracting for services, acquiring and providing goods and services, oversight of design and construction with responsibility for adherence to budgetary limitations, executive professional service accounts; accounting for Cal Poly Pomona’s expenditures and ensuring policy compliance, cash management, external audits, allegations and processes involving criminal and civil actions, and the acquisition and lease of real property.
  • Responsible for the business and financial affairs of the campus ensuring that financial transactions carried out by, or on behalf of the university comply with state and federal law and policy. 
  • Responsible for oversight of the auxiliary organizations with the Executive Director of the Associated Students, Inc., and the Executive Director of the Cal Poly Pomona Foundation.
  • Responsible for the examination, recommendation, and implementation of initiative to create a diverse environment at Cal Poly Pomona for staff that is free from gender, sexual, ethnic or disability discrimination.
  • Works cooperatively with the faculty Academic Senate through its committees that bear upon those services provided by the Division.
  • Outside the campus, must work to develop and sustain working relations with the Office of the Chancellor of the CSU, state and county governments, various municipal/district boards and officials in the university service area whose interest often overlap those of the campus.

REQUIRED QUALIFICATIONS

  • Master’s Degree required.  Ten years of directly related experience in progressively responsible business/financial level management, with five years at a senior level position.  Experience managing a large budget with multiple funding sources and varying restrictions.  Strong financial acumen with demonstrated solid knowledge of fiscal operation and principles.   Ability to develop and present complex financial data and analysis.
  • Knowledge and experience in human resources, physical plant administration, strategic planning, labor relations/collective bargaining, and problem solving.
  • Ability to provide leadership at the institutional level, integrating the diverse components of the administrative function with the sense of service to the internal and external constituencies.
  • Demonstrated knowledge and ability to manage the business and financial affairs of a highly complex organization, ensuring compliance with state and federal law and policy.
  • Excellent written and oral communication skills and exceptional organization administrative skills.
  • Must have effective and progressive leadership skills to manage a dynamic, growing organization through a process of change and redefinition.
  • Must have strong strategic planning skills and be able to operationalize those plans at the highest point of quality.
  • Must be able to manage multiple tasks simultaneously in a complex institutional environment.
  • Must have the ability to identify problems, develop alternative solutions, make decisions, achieve consensus on a course of action, and implement programs in a complex, multi-disciplinary environment.
  • Must have the ability to participate in a consultative process with representative faculty and student groups to achieve consensus on issues pertaining to the position.
  • Ability to drive personal vehicle frequently in order to attend university events and perform university business both on and off-campus.  Attends meetings, workshops and conferences.  Attends meetings called by the Chancellor’s Office including Board of Trustee meetings.

PREFERRED/DESIRED QUALIFICATIONS

  • Experience in public and private partnership.
  • MBA, CPA, or business-related Master’s Degree is strongly preferred.
  • “Hands-on” executive with excellent interpersonal and communication skills; a team leader and player.
  • Possesses a breadth of knowledge about best practices in all areas of administration and finance.
  • Community-minded and can demonstrate evidence of successful community relations.
