Facilities, Planning and Management (FP&M) provides coordination for the development of the University’s facilities, including master planning, project development, design and construction, and building occupancy. The department provides maintenance services for the University, including custodial services, landscape services, recycling, building trades, energy management, engineering and construction.
The Business Manager maintains the fiscal integrity of Facilities, Planning and Management’s (FP&M) resources through the management of the departments, funds, programs, and projects; provides direction, management, and leadership in the administrative, business planning, accounting and budgeting functions for FP&M. The incumbent oversees and directs the department’s financial operation in accordance with guidelines established by generally accepted accounting principles; oversees and coordinates the preparation of the annual FP&M budget of approximately $12 million; provides assistance and coordination with the Campus Budget Office on all fiscal reporting and payments for a $300 million campus construction program including oversight for the capital project control systems; manages and audits the department’s procurement card purchases; estimates and justifies current and future revenues; coordinates the application of finance, accounting, billing and audit procedures; and provides strategic consultation and representation to Directors, Managers, and Supervisors on financial issues. The incumbent prepares timely, useful and accurate financial reports for the AVP and management team; oversees the administrative operations; represents FP&M in all administrative matters; ensures appropriate funding deadlines are met and seeks to maintain open communication with all departments; serves on the Division’s Partnership for Improvement team and is responsible for the quality initiatives with FP&M; organizes and facilitates regularly scheduled training with the Directors and staff as needed to educate and implement quality improvement as a strategy; manages five staff members, provides feedback and prepares and delivers performance reviews. The incumbent provides budgetary and Human Resource coordination and support regarding Personnel Management for FP&M; works directly with the Campus Human Resources (HR) Office; knowledgeable of CSUEU and SETC collective bargaining agreements as it applies to staff in FP&M; recommends and coordinates the implementation of rules and practices for carrying out HR functions; provides services and resources within the departmental activities and management in the areas of recruitment, classification, compensation, employee training, employee retention and development; coordinates skill development training to ensure that it is cost effective; assists Managers and Supervisors as required; participates in team building exercises and promotes open communication and professionalism; develops, analyzes and prepares various monthly HR reports for the AVP and management team; and performs special projects as required.
Bachelor’s degree in a field complementary to the technical skills (particularly financial) required for the position such as business administration, finance, accounting, etc. or any combination of education and experience needed to perform position duties PLUS a minimum of three (3) years of related accounting or financial experience (including reconciliation) and using online financial systems and databases, with exposure to a variety of funding sources and allocations. The candidate must have a minimum of five years of progressively responsible technical, analytical, and administrative experience preferably within a university business environment and a minimum of three years of progressively supervising and managing staff and familiarity with Human Resources practices The candidate will be required to drive a state vehicle to attend meetings and conferences on and off campus and must have a valid California Driver’s License and insurance.
A graduate business degree is desirable.
