- Cullingworth introduces his chapter by asking which of three groups should pay for new infrastructure. Who are the three groups?
- How does Cullingworth distinguish between a development charge, a development dedication, and an impact fee?
- What is the "crux of the matter" in the determination of impact fees?
- How does the Nollan case relate to issues of who should pay for infrastructure?
- Compare incremental investment to lumpy investment (especially invovling excess capacity)
- How do linkage rules or inclusionary zoning require developers to create things that might not be seen as infrastructure, for example low income housing?
