    This quiz concerns a proposed Community Facilities District in Duarte.
     
    1. (1 point) What is the purpose of the proposed CFD in Duarte?  To enhance security in Duarte Mesa by installing a sentry to take down license plate numbers at the entrance to the neighborhood.
    2. (1 point) What are the arguments for it? The sentry might deter criminals from preying on Duarte Mesa homes, might help fires be spotted, and might bring prestige to the city.
    3. (1 point) If the service is needed, why can’t Duarte just provide it? Through its contract with the County, Duarte should provide adequate police protection to all parts fo the city. It is alleged and denied that the sherriff provides inadequate service. But there is no evidence in the article that Duarte Mesa homes has a special need for service.
    4. (1 point) What are the arguments against it? It would be inappropriate for Duarte to put any resources towards providing a higher level of police protection to one part of the city over the other.  The argument that the sentry would seem to restrict access to the public roadway has merit.
    5. (1 point) If the residents want the service, how else could they get it?  Is there a better way?  Students had many good ideas in answer to this question.  Many suggested the home ownders association do it, or that a neighborhood watch approach be taken. Some students pointed out that the latter approach could also help bring neighbors together, building community.
