The Minor Capital Outlay Process begins with a call letter sent from Facilities Planning to the division Vice Presidents for distribution.
Each Division develops a list of projects based on the CSU Trustee's policy for Minor Capital Outlay Projects. The project scope is defined, cost estimates are developed, and a formal Project Request Proposal Form is completed. If an academic space change is involved, this change must be reviewed by the Institutional Research & Planning Department before the Request Proposal is submitted to Facilities Planning by the division Vice Presidents. The Request Proposal, when ready, is submitted to the appropriate division Vice President for review and prioritization. The division Vice-Presidents submit prioritized project lists to Facilities Planning for technical review. Please note that only projects submitted through the division Vice Presidents will be considered for the technical review.
On or before the date specified in the call letter, the prioritized lists of projects and the supporting Request Proposals are submitted to Facilities Planning for technical review. The technical review includes, but is not necessarily limited to, issues of compliance with applicable ADA, fire and safety codes, and Minor Capital Outlay requirements. Projects will also be assessed for maintenance issues and conformity to telecommunication guidelines. Finally, project costs will be analyzed in relationship to the size and scope of the project.
In the course of the technical review, some projects may be reclassified or may require further information. Upon completion of the technical review, Facilities Planning will schedule a meeting with each division Vice President or representative to review the technical comments and any revisions necessary prior to submission to the President's Cabinet.
Facilities Planning compiles the submittals, based upon revised information from the Divisions, for submission to the President's Cabinet.
The President's Cabinet reviews the submitted package and determines the order of priority for the campus.
Facilities Planning prepares the formal Minor Capital Outlay Request package and submits it to the Chancellor's Office.
Facilities Planning will notify the President's Cabinet regarding progress on funding. As the funding amount is finalized, the prioritized list will be revisited to ensure it is still applicable.
