Operating Procedures

4.1 Fee Request

4.1.1

All fee requests approved by the Fee Committee and the President will have a quarter minimum waiting period before implementation.

4.1.2

The campus community shall receive notice on action taken by the President on requests approved by the Fee Committee.

4.2 Orientation

4.2.1

Annually, the Fee Committee will have one (1) day orientation to become familiar with the purpose of the Fee Committee. The Chairperson of the outgoing Fee Committee shall, in conjunction with the Fee Committee staff, prepare an agenda for and conduct an on-campus orientation session for the incoming and outgoing Fee Commitee members prior to the first regular meeting of the new committee in the fall quarter.

4.2.2

The President or his/her designee will attend the orientation to give the charge to the committee, describe the campus financial environment and outline the campus priorities for the coming year.

4.3 Bylaws

4.3.1

The Fee Committee may draft by-laws and/or operating procedures consistent with the provisions of these guidelines. Such by-laws and/or operating procedures shall be submitted to the President upon two-thirds affirmative vote of the voting membership, and shall go into effect fourteen (14) days after the submission to the President unless vetoed by the President or designee prior to that time.

4.4 Amendments

4.4.1

The Fee Committee may at any time recommend to the President amendments to these guidelines by two-thirds affirmative vote of the total voting membership of the committee.

4.4.2

Notification of proposed amendments shall be provided to committee members at least fourteen (14) days prior to submission to the committee for vote.

4.4.3

Disapproval of any recommended amendments shall be taken by the President within fourteen (14) days after receipt of the proposed amendment and only after discussion with the committee, such discussion to involve not less than a quorum of the committee.

4.4.4

In the event that the President, or his/her designee, is unable to meet with the committee within fourteen (14) days, the proposed amendment is not automatically enacted. In such cases, the President will notify the committee Chair in writing when such a meeting can be held.

4.4.5

The President may enact amendments to this charter only after discussion of such amendments with the committee, such discussion is to involve not less than a quorum of the committee. Notification of the proposed amendments shall be provided by the President to the committee at least fourteen (14) days prior to the discussion.
