Scope of Work

RFP #06-025

The purpose of the assignment is to provide campus stakeholders and decision-makers with information on external trends that should be considered in making planning and budgeting decisions on the campus.  Cal Poly Pomona is seeking a concise document, supported appropriate data and projections.  Cal Poly Pomona is seeking consultants that can show a track record in conducting environmental scans and credibility as an objective source of information and analysis.

  • Using existing information sources, review national and state trends that will affect Cal Poly Pomona in the next decade.  Example trends might include changes in student demand levels, student demographics, commuter versus resident students, faculty demographics, pedagogy, assessment, use of technology in teaching and learning, research in teaching-oriented institutions, use of technology in educational management, private sector competition, globalization, educational facilities, student life, alumni donor relationships, environmental regulations, and other relevant factors.
  • Identify the geography of the primary and secondary service area draws for the campus.  Evaluate whether those service areas are likely to change in a 10 year period.
  • Summarize and evaluate demographic trends shaping the characteristics and needs of incoming undergraduate and graduate students from those areas.
  • Summarize and evaluate economic and employment trends affecting demand for Cal Poly Pomona’s academic programs.
  • Identify major initiatives by competitive institutions and discuss their implications for Cal Poly Pomona’s academic programs.
  • Develop unconstrained estimates of student demand in 2011 and 2016 by a set of program groupings developed in consultation with Cal Poly Pomona.
  • Develop scenarios for the State funding and private support for Cal Poly Pomona for 2011 and 2016.  Develop scenarios related to other state and CSU regulations, programs, and requirements expected over the time period.
  • Create an “opportunities and threats” summary based on the research noted above and other relevant factors. 
  • Develop external scan report, and external scan brochure and web site.
  • Participate in three working meetings with the Prioritization and Recovery committee, one presentation to the cabinet, one presentation to the DAC, and one presentation to the campus community.
  • Develop recommendations as to how Cal Poly Pomona should include regular monitoring of external trends as part of its ongoing data analysis activities.
