CS 463 is a required capstone course usually taken just before graduation. You must have passed the GWT in order to take this course, or else have obtained a waiver letter from the Academic Programs office.
For registration and other instructions, please contact the instructor, by email for instance, for her/his specific procedure for admitting students to the course, preferably the quarter before you intend to take it.
Typically, you will have to choose a topic for your presentation and submit an abstract and references. Examples of previous topics and a course syllabus are available here.
