All requests to establish or adjust a campus-based student fee (Mandatory, User or Penalty fee) should be submitted on the Petition Form "Petition to Establish or Adjust a Campus-based Student Fee". Completed requests should be sent to the Office of the Vice President for Administrative Affairs. The Administrative Affairs office will review the documents for completeness and put them on the Agenda for consideration and recommendation at the next Fee Committee meeting.
In submitting your requests, please be advised of the following steps in the review process:
- Fee request is received by the Office of the Vice President for Administrative Affairs and forwarded to the Chair of the Fee Committee.
- Fee Committee meets and considers request. A representative of the requesting department is invited to attend a committee meeting to review and answer questions regarding the proposed fee.
- Fee Committee forwards their recommendation to the President.
- Executive Order 1034 calls for a student referendum or other means of ensuring campus wide consultation before implementing a new or increased mandatory fee.
- In the case of a new or increased mandatory fee, local financial aid programs must be established.
- Adjustments to an existing few may be approved by the campus president. However, requests for a new fee must be forwarded to the Chancellor's Office for approval.
- Fee Committee Guidelines call for a waiting period (minimum one quarter) before an existing fee is increased or a new fee is implemented. This waiting period is intended to give students time for financial planning before a new fee (or increased fee) takes effect.
To allow sufficient time for review, a student referendum if called for, and submittal to the Chancellor's Office if required, the following timelines have been established:
- For implmentation in Spring Quarter, fee requests should be submitted before September 1 of the prior year.
- For implementation in Fall Quarter, fee requests should be submitted before December 31 of the prior year.
